We are building a small film studio in Hunter, Utah where we will be producing educational films for children, which will be distributed for free.
My question is this:
We will be sending crews out to film lots of random things that we can use in various films, such as mountains, animals, cells splitting, etc.
I am sure that many of you have similar reels of endless footage. Is there a place online somewhere where people can upload their clips, and make them available to others free of charge, and likewise use the footage from other independent film makers?
It would sure save us time, and we would be willing to throw in our footage to get access to the footage that others have created. So long as the whole system were royalty free, and only available to other members who were also contributing to the database.
What would be ideal is a system of credits, whereby you can only download as many times as you upload.
If such a system does not exist, my company might be willing to develop it, and just put it out there with free membership, due to how much it would help our project. But I would prefer not to reproduce such a system if it already exists.

I know the website www.stockfootageforfree.com allows users to upload footage for free and then anyone else can downlaod it for free too. However there is no system of credits like you mentioned and anyone can download these clips without contributing. I have spent alot of time looking for stock footage sites and this is the only site i know where people can download clips for free. I don't know if your find a site with all the 'requirements' that you mentioned in your post.
Maybe you could create one? that way it could also promote your studio.
I would be more then willing to contribute footage to your proposed site in return for other footage
