If I plan to interview random people on city streets, do I have to have a permit or can I just let any law enforcement who may question me know that I am doing it for a documentary and that be sufficient?

Depends on the city: I'm pretty sure you can do that in some, but many will require a permit. The best solution is probably to call the police and ask beforehand... a permit may not be hard to get, particularly if it's just you and a DV camera.

you might want to draw up some release forms. If your city doesnt require that you have a permit, its safe for for you to film but, a random face or someone you interviewed in your movie who later changes their mind could bring your production to a halt. a simple release form could help. you can search one on yahoo or google, copy the text, paste it on a word program, and edit in your name or company.
