I'm not completely clear on the differences, visually, between a director and a cinematographer. What kinds of choices does a cinematographer make when creating the visual style of the film. Can a director make the same kinds of decisions? Thanks.

In essence the director is the visionary, the cinematrographer is the one that has got to make that vision a reality. For instance the director plans the shot, the cinematographer sets up the camera and lighting to make that shot a reality.
