I'm finishing my first film. It's 90 minutes and I'd like to know how I should be with Begin and End credits? How much time is typically dedicated to the credits, especially for films submitted to festivals? I hope my question is clearly stated.

Watch ten independent films. Go to a film festival and
watch three films.
There is no "typical" time dedicated to the credits. Some
are a minute some are fifteen minutes. When you actually
watch a few movies, you'll get a pretty good feel of what
works.

You don't need any credits at the beginning if you don't want to. It all depends on how you want to present your film. Just base it off your opening. If you have some montage you could scroll a few important credits through, that'd be good. If you just want to throw a few items in the beginning and lead into the movie with moody music, that'd be good too. But honestly, I wouldn't spend too much time in the beginning. Extensive credits (like Superman: The Movie) just make people already irritated with your film. I like to see main credits but nothing extensive.
And at the end...obviously credit everyone so however long that takes to scroll on the screen.
