Im inclined to say that its impossible. But if you are running on that tight a budget then improvising a dolly isnt hard to do, just find anything with 4 wheels really. It would depend what your set and props are because if you just have the materials lying around then it would only cost you labour. So the real answer is how much of the stuff you need do you absolutely have to buy? I would be very impressed if you did it for ?50.

I recently made a short for ?50, and have done previously for ?0, it really depends on what your script demands, if you think you can get special effects, famous locations, pitched gun battles or chart topping music forget it (frankly, any kind of worthwhile set is going to cost a lot more than this just for raw materials), if you have a script that requires little more than actors and everyday locations and props then definitely YES!
