ok.. so im buying a MacBook Pro shortly..

any suggestions on Configuration of the laptop...
is the 2.8Gz necessary..?
4gb ram really worth it?

ya know.. these kinds of things..

as well as programs that i'll need to fully produce my own short films

I use an older PowerBook with the 1.3Gz processor and 1GB RAM and an
iMac with a 1.8Gz processor and 2GB RAM. I've edited shorts, music videos
and features. Those specs aren't necessary - but they sure are worth it.

iMovie comes installed on all Macs and is great for producing shorts and
Final Cut Express would be the next step up.

I agree with Instigator, those specs are not necessary but worth it. I actually use a Macbook Pro 2.4 GHz Intel Core 2 Duo, 2GB RAM and edit on Final Cut Pro 6. I have absolutely no problems during my editing process. In fact, I work with only HD footage (HVX200) and I get smooth preview playback. I also edit with a Mac Pro desktop, quad core, so that's even better.

Software I suggest using, Final Cut Studio 2, that comes along with DVD Studio, Live Type, Motion, Final Cut Pro, Color (Excellent) and Soundtrack. If that's out of your budget, start off with iMovie and iDVD which come along with every mac. After that download an application called Celtx, great for organizing your short movies or what ever you're working on. You should also try getting a hold of Final Draft, best screenwriting software out there. Lastly, get Magic Bullet, which is a great plugin for Final Cut, excellent for fast and professional color correcting at just a few clicks away. Oh wait, you might want to look into Frame Forge...great application for storyboarding, no drawing experience required.

After that you're good to go.

I use a powermac G5 with final cut studio, and with the specs of your laptop, you should be able to use it for a while without upgrading the internal hardware. I would recommend getting Final Cut studio because with that laptop, and FCS, you could edit a huge variety of camera formats (without upgrading).
