There are a lot of new opportunities in filmmaking opening up for young people in my area. Mostly high school aged young people. Unfortunately, I'm 27 which puts me just outside that age range. Have I missed my window? Am I too old to just now be starting?

Though, admittedly, I've been working on low-budget movies on and off since I was twelve.
Creativity has nothing to do with age, and certainly being a bit older (i.e. having a bit more life experience) can help. Tarantino didn't start making films until he was in his 30s!

Actually, age is to your advantage. I went to film school at your age. My second time around, first was advertising at Michigan State. So, the team I developed was 7 years younger then me. From a writing stand point, their point of view was naive and cliche. Ripping off all the movies they loved as kids. No life experience. And people who went from school to the film industry have no real life experience either. Just movie experience. Nothing bores me more then a movie about making movies. That's really all they know. Never experiencing an office environment where that weird guy that smells like soup keeps stealing your pen caps. That bastard!
