Acquiring Rights

Ok, well I'm just starting out in the industry, and I ahve several scripts under my belt and want to film one of them soon, but for future reference I have two questions:

1. How would I go about getting/acquiring the rights to write a script based on a book?

2. How do I clear the rights to used music for the soundtrack of my
movie(s)?

book - publisher (usually)
music - ADA (usually)

you can always go to the LOC website and do a search to see who owns it
