can i make a 3ccd ntsc cam record 24fps or 25fps by adjusting the shutter speeds. and if i can will the video loose alot of quality ?
Shutter speed has nothing to do with the frame rate. Shutter speed is how long each individual frame is exposed to light and the frame rate is how many frames go by in one second. So no u cannot achieve this in the way you want to do it. Only the new panosonic has 24fps. Unless you want to use a film camera.

I think the Canon GL-1 and GL-2 3CCD cams can shoot in 24fps by putting them into "frame" mode. That's just what I've heard so don't hold me to it.

This isn't actually true. "Frame" mode on Canon cameras simply changes the recording format slightly to record a full frame (2 fields) of information at one time, instead of the usual one field. The "frame rate" depends on the TV standard used... for PAL it is 25fps (really *fields* per second), for NTSC it is something like 29.97 fps.
