It seems nearly every festival on the planet is now promoted through With-Out-a-Box. There is just one problem - you need a Credit Card to register, which I do not use. And, seeing how I am in a place where I don't trust the bank to send a registered check, it looks like I cannot participate in festivals.

You're in a difficult position. Festivals charge an entry fee.
You have no way of paying that fee. I think you might be
right - there is no way for you to participate in festivals.

Yes, I'm aware of the fee. Actually there are some freebies - but few, maybe not something quite as top-notch as I'd want to participate in.
I'd like to use PayPal. WOB doesn't accept that, though they did mention it is under consideration. The issue is refunds.
I'm trying to remember back before the addiction to credit cards, and how the world got along. Much better if I recall.

I wasn't aware that you have to register with a credit card at WAB. If so, that's not great because we specifically allow "other" forms of payment such as money orders and checks through them. Even though it may seem redundant, you may be stuck with online forms and print and mails. We just put up a digital entry form at lakedance.com, and although you can pay with google checkout, we accept other forms of payment through the mail, or if someone really wanted to send us through Paypal, I don't think there's a problem with that. We used to use paypal for all kinds of payments but there were a lot of security issues at one point.

Not all countries have reliable or trustworthy banking systems to draw money orders on. I know PayPal has a host of security issues as well, and drag their feet to resolve them, but it's still very convenient.
I would participate in the fests if I could pay w/out using CCs.

Withoutabox doesn't require a credit card to register.
All their participating festivals will accept payment
through PayPal or by good ol' "snail mail" - you can
send then a check or money order along with your
screener.

A lot of fests (like ours) also have a direct submission system. Even if it's not listed on the festival's website, it's worth contacting someone from the fest to ask about alternative options to WaB. We've just recently posted our call for entries; check us out at:

I don't mean to register as a filmmaker, but to join a fest. Last I checked they did NOT accept paypal due to security issues, but was told by the company they are trying to set it up again.

Nope, I don't use checks either. I simply don't trust banks where I live.
I'd like to deal directly with the show promoters and use paypal. I've searched and searched and could not find one that I didn't need to use WOB. Seems screenwriting competitions have similar issues. CC only.
Seems it's all been 'systematized' now.
