One would need certain level of skill with (power)tools to build rolling trucks with wheels that could roll on a track. Such level of skill would likely be more than sufficient to just build the whole dolly from scratch, making it exactly the way you would want it. In all fairness, though, this little thing is so cheap that it might be difficult to squeeze all the building material and supplies under this budget...
