Best Tripod for Under $500?

I did a search and couldn't find much. I am wondering what the best tripod is for under $500. I want to start making documentaries so being able to pan/move fluently (some tripods tend to have a jerky sort of feel to them and can't move smoothly) is important to me.

Even though I'd like to get it for under $500 if it's worth it to spend more I am willing to.
